The Housing and Public Health Team was one of the specialist teams within Environmental Health and Trading Standards Services. Under Council restructuring of services, the team is now part of Community & Private Sector Housing within the Development & Regeneration Division in the Council.
The team is committed to improving and protecting the health, safety and well being of residents within Bolton and improving the standards of management by landlords operating in the Borough.
Private Sector Housing
The team provides advice, information and enforces relevant legislation on many aspects of private sector housing including:
Private sector disrepair – rented properties
Houses in Multiple Occupation – flats, bedsits, shared houses, hostels etc
Mandatory licensing – Houses in Multiple Occupation
Empty properties
Accommodation certificates for immigration purposes
Asylum seeker property inspections
Referrals from partner organisations
Public Health
The service deals with a wide range of complaints and requests for assistance and advice in relation to:
Accumulations of rubbish on private land
Statutory Nuisances e.g. damp being caused by neighbouring property
Drainage problems (excluding public sewers, which are the responsibility of United Utilities)
Filthy and verminous properties
Investigation of serious pest control problems
Swimming pool sampling
Private water supply sampling
Public Registers
As part of the units function, certain information should be made available for public inspection and is therefore contained in the following public registers:
-Mandatory Licensed Houses in Multiple Occupation
-Private water supplies
The Unit is also responsible for the implementation of Selective Licensing of Privately Rented Properties. With effect from 11th August 2008, Bolton Council was authorised to apply Selective Licensing to the Union Road area.
